VANDERBURGH CO., Ind. (WEHT) – The man accused of shooting and killing another man on Maggie Valley Drive in Vanderburgh County apparently did so because he thought the man he shot was a sex offender.
Ricky Allen Kiper Jr. was arrested Wednesday and charged with the murder of James Christopher McClernon. An autopsy shows McClernon died of multiple gunshot wounds.
According to court documents Kiper showed up at a home where McClernon was staying around 3:00 Wednesday afternoon. The documents go on to say Kiper, McClernon and several others had a conversation when Kiper told McClernon, “You killed my daughter,” then shot McClernon at least twice, including once in the head.
According to investigators Kiper originally told them McClernon had a knife, but witnesses say McClernon was not threatening Kiper.
During questioning after being detained, officers say Kiper admitted to shooting McClernon two times, claiming he was protecting children inside the home. Deputies also say, during that interview, Kiper said he was justified in killing a sex offender, and officials confirmed McClernon was on the registry.
This is the first article reporting the murder of a registrant that didn’t go into detail about the registrant’s offenses. I’d like to think that is an indication that some people are finally waking up to what we have been saying for years.

A family, children lost their father only because he was publicly listed as recorded by law enforcement.
Another registrant homicide simply for being on the public listed registry doesn’t phase the state, the state’s law, or federal government. They think it’s just “collateral consequences” for a statutory scheme to protect the public. They think the number is so low that it’s acceptable to continue with this barbaric program, but they don’t want to acknowledge that registrants also have a low percentage of re-offense rate.
I think this is something that ACSOL needs to collect as evidence that the registry not only is unconstitutional, but also is evidence that registrants are not treated equally as a free citizen b/c their lives lost is not equal to that of any other free citizen that creates legislation.
Just another example that the masses should not be entrusted with such sensitive information of someone’s criminal past that it would lead to criminal actions like murder for instance. A few years ago, it was James Fairbanks killing a man he didn’t know or had anything to do with his family – just another Registrant.
And now we have this psycho Ricky Allen Kipler Jr. – who thought there was nothing wrong in killing one. The public for the most part is not mentally or psychologically capable nor responsible enough to deal with such information. And now Registrants have to contend with the unhinged aspect of our society because our sensitive info is out there for the picking.
In short, the government SHOULD be held responsible for making it possible for homicidal maniacs to commit criminal acts of violence and murder because they were complicit.
And what will be done about this? Nada. Because there isn’t an issue with “one” person getting killed who is registered. But there is a huge issue with even “one” child being harmed sexually. Hence justifying the registry scheme. I have yet to see anything happen in regards to challenging SORNA because a registrant was killed. Maybe I’m misinformed and someone could point me to a successful case study.
The criminal regimes have no problem at all with a large number of PFRs being murdered because of their Hit Lists. A large number. How large? How many PFRs could be murdered per week before a criminal regime might start to think of themselves as immoral criminals? 10? 100? I don’t really know.
Further, the Hit Lists have gotten plenty of innocent people killed, including children. I can name a couple of murdered children off the top of my head. But the criminals are cool with that too. I’ve asked them before what number of children murdered by the Hit Lists is acceptable to them? How many per week? Amerika obviously doesn’t care that much about dead children, but I still wonder. If it murders one child, it’s worth it.
Lastly, there are tons of crimes being committed at exactly the same time as literally thousands of law enforcement personnel are not stopping crimes and are instead spanking it to their Registries. Tons and tons of crimes. But, meh. It’s a lot more important to get an email address than it is to stop a violent crime. I’d bet anything that when those school children in Uvalde were being slaughtered in their classrooms that there were law enforcement personnel very nearby who were harassing PFR families. Given their bravery, I doubt that mattered anyway.

I think we should all be galvanized by an event such as this. We should rise up and descend upon the governor’s office in mass and demand the end of the registry.
Hell, if black lives matter, shouldn’t ours too? Where are all the people rioting at marching in the streets over this?
